Fight Against Crime
The
Southeastern North Carolina Airborne Law Enforcement Unit’s newly
acquired helicopter took its inaugural flight last month. The
refurbished military surplus OH-58C, now known as SABLE 1, will assist
in airborne operations of the Wilmington and Leland Police
Departments, along with the Pender County Sheriff's Office. [details]

In
September 2005, the first International Helicopter Safety Symposium
was held in Montreal, Canada, where more than 250 people from 13
countries attended. They represented operators, manufacturers,
maintenance organizations, regulatory and accident investigation
agencies and associations. The goal of the IHST is to reduce the
helicopter accident rate by 80 percent in 10 years. [details]
Texas Governor Shares
Details of 'Operation Wrangler'
Texas
Governor Rick Perry released details of "Operation Wrangler" last
month, which is the state’s $100 million plan to crack down on illegal
drugs and immigration along the Mexican border. Perry said the
operation would put more than 2,200 vehicles, 48 helicopters, 33
fixed-wing aircraft and 35 patrol ships to the task of catching and
deterring smugglers. National Guard troops will work with law
enforcement agencies for a total of more than 6,800 personnel working
from 11 joint operational intelligence centers. [details]
Kazakhstan Buys Police
Helicopter
Marking
the first time that the Republic of Kazakhstan has acquired a
foreign-manufactured helicopter for law enforcement use, the Internal
Affairs Ministry purchased a new Robinson R44 Raven II helicopter last
month to support its police force in the capital city of Astana.

Chicago Police To Receive
New Aircraft
Last
year, Hillsboro Aviation's maintenance and avionics department was
awarded a major contract to install specialized police equipment and
radios in two helicopters owned by the Chicago Police Department. The
first retrofitted helicopter, a Bell 206L4 LongRanger which had
previously been operated by the Chicago Fire Department, began law
enforcement operations in January jointly with Cook County Sheriff's
Office as part of a joint Helicopter Task Force. [details]

SABLE Enters NC's Fight Against Crime
The
Southeastern North Carolina Airborne Law Enforcement Unit’s newly acquired
helicopter took its inaugural flight last month. The refurbished military
surplus OH-58C, now known as SABLE 1, will assist in airborne operations
of the Wilmington and Leland Police Departments, along with the Pender
County Sheriff's Office.
The blue-and-white helicopter will provide eyes in the sky
during vehicle pursuits, for drug interdiction and on SAR operations. It
is equipped with a forward-looking infrared system, a spotlight and a
radio that allows communications with every area police agency.
Expenses for fuel, a pilot and enhancements will be paid for during the
next three years by drug money seizures and contributions from the Leland
and Pender County agencies. SABLE has one full-time pilot available to fly
for member agencies and plans to hire another.

San Diego to Sell Aircraft
As
part of the San Diego (CA) Police Department’s fleet replacement project,
the department is selling its 1993 Bell 206III and 1993 Bell 206L4
helicopters. The City of San Diego will be handling any sale directly, so
that all proceeds will be used toward their recent A-Star purchases.

Safety Team Measures Success in First Year
In
September 2005, the first International Helicopter Safety Symposium was

More recently, committee members of IHST met in November. Keith Johnson,
ALEA Safety Program Manager, was among the 35 participants who met to hear
about the impressive progress that has been made since the IHST’s kickoff
and to chart the future course of IHST activities, including efforts to

Reserve Police Pilot Dies In Crash in Iraq
Art
Laguna, 52, a reserve deputy pilot from Placer County (CA) Sheriff's
Office, was among five U.S. security contractors killed after their
company's MD 500E helicopter crashed in central Baghdad last month. Laguna
helped establish the sheriff's office air wing in 1995 and spent hundreds
of hours volunteering to train the department's pilots. Capt. David
Harris, who commands the Placer County Air Unit said, "We'll definitely
miss his expertise, we'll miss his flying abilities, and of course, we'll
miss him as a friend.” Laguna’s funeral services were held on February 2,
2007.

Texas Governor Shares Details of 'Operation
Wrangler'
Texas
Governor Rick Perry released details of “Operation Wrangler” last month,

American Heroes Air Show Announces Schedule
The
American Heroes Air Show will begin the 2007 season in Austin, Texas on
April 21. Everyone is invited to this admission free program which is
dedicated to educating the public, the media and elected officials as to
the unique capabilities of helicopters in law enforcement, fire service
and EMS as well as homeland defense and national security.
On May 19, the Gainesville (FL) Police Department and Alachua County
Sheriff Joint Aviation Unit will host a display of helicopters from local,
state, regional and DOD/Federal organizations. The Heroes Air Show also
features the CODE 3 Career Fair, which brings together recruiting teams
from law enforcement, military and public safety agencies with exciting
career opportunities.
Other shows scheduled are in Canton, GA on April 21; Seattle, WA on June
16; and Los Angeles, CA on June 23. Please visit

HAI Announces Recipients of Annual Awards
The
Helicopter Association International (HAI) announced its "Salute to
Excellence" Award winners, which recognizes outstanding achievement
performed by individuals or companies in the international helicopter
industry. Specific to law enforcement, the Agusta Community Service Award
will be presented to the New York City Police Department Aviation Unit and
the MD Helicopters Law Enforcement Award will be given to Monica McIntyre,
a retired law enforcement pilot with the City of Lakewood’s (CA) Sky
Knight program. Winners will be recognized during the HAI "Salute to
Excellence" Awards banquet and ceremony to be held on Friday, March 2,
2007, at HELI-EXPO 2007 in Orlando, Florida.

ACROHELIPRO Gets Approval to Build
The
Township of Langley and ACROHELIPRO Global Services, Inc. have announced
the approval for ACROHELIPRO to build a new, 60,000 plus square-foot
state-of-the-art helicopter maintenance, repair and overhaul facility at
the Langley Airport in British Columbia, Canada. The new facility will
replace four shops currently operated by the company, and enables
ACROHELIPRO to increase capacity within its avionics, airframe and
structures, and fabrication operations.

Princess Anne Police Still Can't Use New
Helicopter
It has been more than a year since the Princess Anne Police
Department in Maryland received a donated helicopter, but it has yet to
fly a police mission. The aircraft has been sitting idle at the
Salisbury-Ocean City-Wicomico Regional Airport ever since it was handed
over by the U. S. Department of Defense. Local police had hoped it could
be used by police agencies in the three neighboring counties, but those
municipalities have not offered funds for an aviation program. The
department is rethinking how best to use the chopper and it is not
expected to fly before this summer.

Kazakhstan Buys Police Helicopter
Marking
the first time that the Republic of Kazakhstan has acquired a
foreign-manufactured helicopter for law enforcement use, the Internal
Affairs Ministry purchased a new Robinson R44 Raven II helicopter last
month to support its police force in the capital city of Astana.
In a ceremony, Astana Mayor Askar Mamin presented Major
General Dozumov, head of the Internal Affairs Department of Astana, with
the keys to the blue-trimmed white helicopter. Previously, the R44 Raven
II's full capabilities were demonstrated for the country's parliament. The
R44 Raven II was a standard-equipped Raven II helicopter; however, in
addition to the standard radio and transponder, a dual audio controller
and police radios were installed along with a public address system and
siren.

Iowa Agency Drops Police Helicopters from Budget
The
Cedar Rapids (IA) Police Department will no longer be able to use
helicopters to patrol the city. The Cedar Rapids City Council voted 8-1
last month to end the operation of Iowa's only police helicopter fleet.
City officials recommended ending the 35-year-old unit to
save the city money. The helicopters would cost the city about $600,000 to
operate next year, in addition to the pilot salaries. The five police
pilots and commander will return to other police duties, but officials
said three mechanics will lose their jobs. "We're losing a piece of
history," Fire Chief Steve Havlik said of the fleet, which uses two
military surplus helicopters. "There's going to be some emotional feelings
at the department."

Chicago Police To Receive New Aircraft
Last

Copters Ready to Join Police
Rock River Valley law enforcement has another tool in its
fight against crime. Starting last month, police agencies in northern
Illinois and southern Wisconsin can call a helicopter into action when
necessary. Two Bell OH-58As were secured from the U.S. Department of
Defense in November, and then passed on to the nonprofit Law Enforcement
Aviation Coalition to be refurbished and outfitted for law enforcement
missions. With new paint schemes and equipment, both helicopters are now
operational.

South Africa to Boost Personnel and Fleet
The
South African government plans to increase the number of police officers
in the country from 156,000 to more than 190,000 over the next three
years. The additional officers are needed for the 2010 World Cup for
intelligence, VIP protection and security at hotels, stadiums, airports,
roads and border posts. The South African Police Service will also be
procuring a fleet of 40 helicopters and command vehicles with
state-of-the-art technology and link them with the SAPS headquarters.

ALEA Seeks Webmaster
The Airborne Law Enforcement Association has an immediate opening
for a webmaster. This individual is responsible for coordinating day-to-day
operations and marketing of various web site programs, updating the web site and
coordinating broadcast e-mail programs, including the E-Newsletter. The ideal
candidate should have excellent project management, organization, and
communication skills, as well as a solid understanding/familiarity with XML, PHP,
ASP, MS SQL, Flash, and CCS. Applicant must have knowledge of web server
capabilities and operations and must be prepared to provide for a fully
compliant W3C website.
Essential duties and responsibilities include: Create and
effectively arrange graphics, images and all other content on ALEA’s website.
Work to create and integrate multimedia content, as well as daily content
management and page production. Requirements include: Bachelor’s degree minimum;
three to five years experience in web management, design, production and online
marketing. Strong organizational and time management skills; ability to work
under pressure and meet deadlines; excellent writing, editing, proofreading and
verbal skills required. Creativity is essential.
